U.S. Labor Secretary Elaine Chao says it only makes sense to train people for industries where the jobs are. the industries with the most job growth. such as high-tech manufacturing, health services and biotech. Chao was in Manchester Monday. hosting a roundtable and pushing the administration's "High Growth Job Training Initiative." The goal of the initiative is to identify the industries where the jobs are. and with the help of community colleges, train workers for them. |

WE KNOW THAT SOME INDUSTRIES HAVE EXPERIENCED DIFFICULT ADJUSTMENTS OVER THE LAST FEW YEARS. AT THE SAME TIME OTHER INDUSTRIES ARE EXPERIENCING SIGNIFICANT JOB GROWTH. OVER THIS DECADE DURABLE MANUFACTURING GOODS IS EXPECTED TO GAIN 642,000 JOBS NATIONWIDE WITH HIGH TECH SECTORS SUCH AS ELECTRONIC EQUIPMENT AND DRUG MANUFACTURING LEADING THE WAY. THE BIOTECH INDUSTRY HAS MORE THAN TRIPLED IN SIZE SINCE 1992, AS YOU ALL WELL KNOW, AND IS PROJECTED TO ADD MORE THAN 3 MILLION NEW JOBS ACROSS THE COUNTRY OVER THIS DECADE. AND HEALTH CARE IS PROJECTED TO ADD 1.3 MILLION NEW JOBS JUST IN NURSING ALONE ACROSS THE COUNTRY OVER THIS PERIOD. AND YET MANY EMPLOYERS SAY THAT THEY'RE HAVING DIFFICULTY FINDING WORKERS WITH THE RIGHT SKILL SETS, AND THAT'S WHY THE DEPARTMENT OF LABOR HAS LAUNCHED THIS HIGH GROWTH JOB TRAINING INITIATIVE: TO IDENTIFY THOSE INDUSTRIES WHERE NEW JOBS ARE BEING CREATED AND TRAINED WORKERS FOR THESE OPPORTUNITIES. WHAT IS STOPPING US FROM TRAINING FROM WITHIN? WHY ARE WE WAITING TO GET THE PEOPLE TO COME WALKING IN THE DOOR THAT ALREADY MEET THIS CRITERIA? I FEEL WE NEED TO INVEST FROM WITHIN. INSTEAD OF AGAIN SEEKING FOR THAT ONE PERSON TO MEET ALL THE REQUIRED CRITERIA FOR ALL THESE JOB OPENINGS THAT WE CURRENTLY HAVE. IN THE CASE OF NURSING, REDISTRIBUTING THE WORK FORCE WILL NOT SOLVE THE SHORTAGE. HIRING FROM OTHER COUNTRIES WILL NOT SOLVE THE SHORTAGE. IT WILL JUST MOVE THIS SHORTAGE FROM ONE COUNTRY TO ANOTHER. ONE OF THE THINGS WE TALK ABOUT HERE IS A NURSING SHORTAGE. CLEARLY IT'S NOT JUST A NURSING SHORTAGE. THERE ARE ALSO NUMEROUS AREAS LIKE PHARMACY AND RADIOLOGY AND P.T./O.T. AREA AND OTHERS. WE WORK VERY CLOSE WITH THE TECHNICAL COLLEGE FOR NUMEROUS INITIATIVES TO BASICALLY TRAIN THOSE PEOPLE ON SITE. WE HEARD A LOT. WE APPRECIATE THAT. YOUR EXPERIENCES ARE IMPORTANT. AS I MENTIONED AT THE OUTSET, WE WANT TO CONTINUE TO FINE TUNE THIS PROGRAM. |

U-S officials say they believe there may be more terrorist attacks in Saudi Arabia in the next few days. The State Department has closed the U-S embassy there in response to last weekend's deadly suicide bombing in Riyadh. 17 people died in the mostly Arab neighborhood. Some Americans were injured. Officials say the bombing was part of a terrorist plan by Al Queda to topple the Saudi government and install a fundamentalist regime. |

I WANTED TO SEE FIRSTHAND EVERYTHING THAT I POSSIBLY COULD IN A THREE-DAY PERIOD. IT WAS REALLY JAM PACKED INTO A LOT OF HELICOPTER RIDES, DRIVING AND PLANE RIDES AND A LOT OF CONVERSATIONS WITH PEOPLE. THEN I WANTED TO COME BACK AND BE ABLE TO TALK TO PEOPLE IN NEW HAMPSHIRE-- AND, LET'S FACE IT, MOST PEOPLE WON'T HAVE THE SAME OPPORTUNITY THAT I'VE HAD TO GO OVER THERE AND SEE FIRSTHAND WHAT'S HAPPENING ON THE GROUND AND THE PROGRESS-- THAT WE'RE MAKING PROGRESS, SO A BIG PART OF MY JOB IS TRYING TO COMMUNICATE THAT AT HOME WHEN I GET THE OPPORTUNITY TO DO SO. I ALSO ASKED THE NEW HAMPSHIRE SOLDIERS-- MANY OF WHOM I HAD DINNER WITH-- WHAT WAS IT LIKE IN MAY AT THE END OF THE HOSTILITIES AND WHAT'S IT LIKE TODAY? HOW ARE THINGS PROGRESSING? TO A PERSON, THEY TOLD ME THAT DESPITE THE OBSTACLES AND CHALLENGES THEY'RE FACING-- LET'S FACE IT, THEY ARE, IT'S A WAR ZONE-- THE IRAQI PEOPLE THAT THEY'RE DEALING WITH ARE PRETTY HAPPY FOR THE MOST PART ABOUT THE PROGRESS BEING MADE. THAT WAS A KEY ISSUE. OBVIOUSLY WE'RE VERY CONCERNED ABOUT THE SECURITY. ONCE AGAIN IT GETS BACK TO POLICE, MORE IRAQI POLICE, CIVIL DEFENSE FORCE, ABLE TO DO THE TYPE OF INTELLIGENCE ACTIVITIES THAT WILL ALLOW OUR TROOPS TO BETTER TARGET THE BAD GUYS AND ARREST THEM. I THINK WE'RE GOING TO HAVE TO EXPECT THAT THERE'S GOING TO CONTINUE TO BE ATTACKS BUT THAT OVER TIME IN THE NEXT SEVERAL-MONTH PERIOD WE'RE GOING TO DO A BETTER JOB OF ISOLATING THE PEOPLE WHO ARE. I MEAN, LET'S FACE IT, THEY'RE TERRORISTS, AND BE ABLE TO APPREHEND THEM. I THINK IT'S REALLY IMPORTANT TO REMEMBER THE MORALE OF TROOPS IS VERY HIGH. I CERTAINLY GOT THAT. AND THEY KNOW WHAT THEY'RE THERE FIGHTING AGAINST. THEY'RE FIGHTING AGAINST THE TYPE OF PEOPLE WHO TAKE JUMBO JETLINERS AND SMASH THEM INTO SKY SCRAPERS KILLING THOUSANDS OF AMERICANS. THEY'RE FIGHTING THE KIND OF PEOPLE THAT I SAW THE PRISON WHERE THEY EXECUTED 80,000 PEOPLE OF THEIR OWN CITIZENRY. THAT'S THE KIND OF PEOPLE THAT WE'RE FIGHTING AGAINST. THAT'S WHY OUR TROOPS ARE SO DEDICATED TO THEIR MISSION. I HAD HEARD FROM OTHER MEMBERS OF CONGRESS THAT THINGS WERE IMPROVING, THAT THERE WERE TOUGH CHALLENGES AHEAD SO I WAS EXPECTING TO SEE THAT. I WAS ALSO. I ALSO KEPT A KEEN EYE ON THE RECONSTRUCTION EFFORT. WE FLEW A LOT AT NIGHT. I SAW A LOT OF LIGHT, VERIFICATION THAT ELECTRICITY IS COMING BACK. WE DROVE AROUND QUITE A BIT. THERE WAS TRAFFIC, CARS WERE ON THE STREETS. WE PASSED A COUPLE OF GAS STATIONS. NO GAS LINES THAT WE SAW. WE WERE TOLD THAT THAT'S, YOU KNOW, A THING OF THE PAST. WE FLEW OVER A LOT OF FIELDS THAT ARE BEING TILLED SO THERE'S AGRICULTURAL COMING BACK. WE CIRCLED AROUND AN OIL REFINERY UP NORTH THAT WAS NOT TOUCHED BY THE HOSTILITIES. ONE OF THE KEY THINGS TOO THAT PERHAPS PEOPLE DON'T KNOW ABOUT IS THAT THE BOMBING RATES WERE VERY PRECISION ORIENTED. WE DIDN'T SEE TOO MANY BUILDINGS THAT HAD BEEN DESTROYED. YES, THERE WERE SOME, BUT FOR THE MOST PART PEOPLE'S HOMES AND THE INFRASTRUCTURE WAS INTACT. WE'RE DOING A PRETTY GOOD JOB OF REPAIRING IT IN A VERY SHORT PERIOD OF TIME. IT NEEDS TO BE REMEMBERED THAT SADDAM HUSSEIN, WHILE HE WAS KILLING HIS OWN PEOPLE-- AND WE SAW THE EVIDENCE OF THAT IN THE PRISON THAT I VISITED OUTSIDE OF BAGHDAD-- WAS ALSO BUILDING THESE EXTRAORDINARILY LAVISH PALACES BY SKIMMING MONEY OFF OF JUST ABOUT EVERY ENTERPRISE THAT WAS HAPPENING IN IRAQ. THE DIFFERENCE, THE JUXTAPOSITION OF THE PRISONS AND WHAT HAPPENED THERE, THE HORRENDOUS CRIMES AGAINST HUMANITY AND HIS OWN PEOPLE VERSUS THE LAVISH PALACES, I MEAN, IT WAS STUPEFYING. I MEAN, THIS WAS JUST AN AWFUL SIGHT. WE WERE TAKEN INTO THE PRISON THAT WAS MILES OUTSIDE OF BAGHDAD AND WE WERE LED INTO THE AREA WHERE THERE WERE ABOUT 10 LITTLE CHAMBERS, MAYBE 8 X 10 FEET. THERE WOULD BE A NUMBER OF PEOPLE THAT WOULD BE PLACED IN THAT. WE SAW THE WRITING ON THE WALL, THE LAST MESSAGES THAT THEY SCRAWLED. THEY COULD LISTEN TO THE EXECUTION CHAMBER JUST NEXT DOOR. WE WATCHED THE STEEL DOOR WHERE THEY WOULD HAVE TO STAND ON A NOOSE AROUND THEIR NECK. ONE OF THE MEMBERS OF THE CONGRESSIONAL DELEGATION PULLED THE LEVER AND IT WENT AND IT SNAPPED AND YOU SAW IT OPEN. IT IS JUST ABSOLUTELY SICKENING. I THINK ABOUT IT, I'M ALMOST STILL SPEECHLESS. ALL I COULD DO WHILE I WAS THERE WAS JUST PRAY FOR THE PEOPLE THAT HAD BEEN SO BRUTALLY EXECUTED. THIS IS THE KIND OF PEOPLE THAT WE'RE DEALING WITH. THESE ARE THE KINDS OF PEOPLE THAT ARE LOBBING THE MORTARS AGAINST THE IRAQI POLICE STATIONS AND THE RED CROSS AND OTHERS. THAT'S WHY I THINK IT'S SO IMPORTANT THAT WE REMEMBER WHO WE'RE FIGHTING HERE AND WHAT THEY'VE DONE TO THEIR OWN PEOPLE AND THE TYPE OF PEOPLE THAT ARE INFILTRATING OUR. THAT ARE INFILTRATING IN IRAQ NOW FROM OTHER COUNTRIES ARE THE TYPE OF PEOPLE THAT BLEW UP THE WORLD TRADE CENTER. WHEN WE WENT TO THE POLICE STATION IN KIRKUK AND THE OFFICERS WHO WERE. THEY'RE SEEN BY THE TERRORISTS AS COLLABORATORS AND THAT'S WHY THEY'RE TARGETS. WHEN THEY SAID IN THEIR OWN WORDS THAT THEY WERE WILLING TO SHED THEIR OWN BLOOD TO REBUILD THEIR COUNTRY, THAT'S A PRETTY POWERFUL STATEMENT ESPECIALLY WHEN COUPLED BY THEIR GRATITUDE FOR WHAT WE DID AS AMERICANS TO LIBERATE THEIR COUNTRY. THAT REALLY MAYBE AN IMPRESSION. OBVIOUSLY, WHAT I JUST DESCRIBED ABOUT THE PRISON WAS A MAJOR IMPRESSION TOO. OUR MILITARY DOES AN EXCELLENT JOB OF PREPARING PEOPLE FOR THE TYPES OF THINGS THAT THEY'RE GOING TO FACE. SO WHILE THEY ARE UNDER VERY STRESSFUL, DANGEROUS CONDITIONS, TOUGH CONDITIONS, THEY'RE THERE FEELING GREAT VALUE TO THE MISSION THAT THEY'RE TRYING TO DO. THEY FEEL THAT THEY'RE BRINGING A SENSE OF NORMALCY BACK TO THE COUNTRY OF IRAQ AND RIDDING THE WORLD OF A REALLY AWFUL TYRANT. SO THEY BELIEVE IN THIS MISSION AND THEY KNOW THEY'RE IN A TOUGH SITUATION, BUT THEIR MORALE IS HIGH BECAUSE THEY BELIEVE IN THE MISSION. I WAS ABLE TO SIT AROUND A TABLE JUST AS WE ARE NOW WITH NEW HAMPSHIRE TROOPS AND WE ATE DINNER IN THREE OR FOUR OF THESE VISITS. IT'S AN OPPORTUNITY FOR ME FOR ABOUT AN HOUR TO JUST SIT AND ASK THEM, HOW WAS IT IN MAY? WHAT'S IT LIKE TODAY? ARE YOU BEING TREATED WELL? WHAT'S THE RECEPTION THAT YOU'RE GETTING FROM THE IRAQI PEOPLE? WHAT CAN I DO TO MAKE YOUR LIFE A LITTLE BETTER FROM HOME OR DO YOU HAVE ANY SPECIFIC ISSUES? THESE WERE THE TYPES OF QUESTIONS I WAS ASKING THEM. THE RESPONSE WAS, "THINGS ARE GOING WELL. YEAH, WE HAVE OBSTACLES AND CHALLENGES AND PROBLEMS AND IT'S NOT PERFECT BUT WE'RE MAKING PROGRESS. STICK WITH US BECAUSE IF WE HAVE. IF WE KNOW THAT AMERICA IS BEHIND US AND HAS THE BACKBONE, WE'LL FINISH THE JOB AND WE'RE GOING TO SUCCEED HERE." THAT WAS CERTAINLY A BIG PART OF THE MESSAGE THAT THEY WANTED ME TO CONVEY. I THINK THIS IS A VERY TOUGH SITUATION FOR THE PRESIDENT, FOR THE DEPARTMENT OF DEFENSE, AND THAT THEY'RE DOING I BELIEVE THE RIGHT THING AND THAT WE HAVE TO STICK TO IT. IT DOESN'T MEAN THAT IT JUST IS EASY. IT'S NOT EASY. PRESIDENT BUSH HAS NEVER SAID IT'S GOING TO BE EASY OR SHORT. HE SAID THAT THIS WAR ON TERRORISM IS GOING TO TAKE A LONG TIME. IT'S GOING TO REQUIRE SACRIFICE; BUT IF WE'RE NOT ABLE TO QUELL THE THREAT OF TERRORISM IN BAGHDAD, WE'RE GOING TO BE FIGHTING THESE PEOPLE IN BOSTON. I DON'T THINK THAT WE CAN PUT A TIME FRAME ON IT, BUT I THINK THAT THE SECURITY SITUATION IS OVER TIME GOING TO IMPROVE BECAUSE HUMAN INTELLIGENCE IS GOING TO GET BETTER AND WE'RE GOING TO BE ABLE TO APPREHEND THE PEOPLE THAT ARE LOBBING MORTARS AND SHOOTING DOWN HELICOPTERS BUT IT'S NOT GOING TO HAPPEN OVERNIGHT. WE HAVE TO BE PATIENT. WE HAVE TO HAVE FORTITUDE, BUT WE'RE NOT GOING TO BE ABLE TO PUT ANY TIME LINE ON THIS. IF YOU LOOK AT BOSNIA AND KOSOVO, FOR INSTANCE, I'M FULLY CONVINCED THAT IF THE PEACEKEEPING FORCES THAT WE HAVE THERE, THAT OTHER EUROPEAN COUNTRIES HAVE THERE WERE TO LEAVE, YOU'D HAVE THE SAME KIND OF ETHNIC CLEANSING HAPPENING IN A MOMENT AGAIN. SO ONCE AGAIN WE NEED TO BE PATIENT. IT'S GOING TO TAKE TIME, BUT IT'S WORTH DOING WHAT WE'RE DOING, I BELIEVE, BECAUSE OF WHAT IT REPRESENTS TO OUR SECURITY AND TO PEACE AND STABILITY THROUGHOUT THE WORLD. CERTAINLY THE CRITICAL THING IS TO GET THE SECURITY SITUATION UNDER CONTROL AS QUICKLY AS POSSIBLE SO THAT WE'RE NOT LOSING SOLDIERS ON A DAILY BASIS AND SO THAT IRAQIS WHO ARE TRYING TO REBUILD THEIR COUNTRY ARE NOT BEING ATTACKED. THAT'S THE TOP PRIORITY. ONCE THE SECURITY SITUATION IS IMPROVING, THE RECONSTRUCTION WORK THAT ALREADY IS MAKING TREMENDOUS PROGRESS IS GOING TO ACCELERATE EVEN FURTHER AND THEN SOME OF THE GRAND BARGAINS THAT ARE GOING TO HAVE TO BE MADE BETWEEN THE KURDISH PEOPLE IN THE NORTH, THE GENERAL ARABIC POPULATION FURTHER SOUTH AND THE SYRIAN INFLUENCE AND TURKISH INFLUENCE IN TERMS OF ETHNIC DIVERSITY AS WELL AS THE DIFFERENCE BETWEEN THE SNEE MUSLIMS AND THE SHIA MUSLIMS, THE GRAND COMPROMISES THAT ARE GOING TO HAVE TO GO INTO A CONSTITUTION THAT PROVIDES FOR A CENTRALIZED GOVERNMENT BUT STILL THE AUTONOMY FOR DIFFERENT RELIGIOUS INTERESTS AND ETHNIC INTERESTS CAN BETTER PROCEED BUT YOU HAVE TO HAVE A MORE SECURE ENVIRONMENT I THINK AND AN IMPROVING LOT IN LIFE FOR THE IRAQI PEOPLE, ALL OF WHICH IS HAPPENING BUT AS I KEEP SAYING THERE ARE TREMENDOUS CHALLENGES AHEAD. |

The Supreme Court is going to hear its first cases dealing with the government's post-Nine-Eleven anti-terrorism campaign. The justices will be hearing court challenges involving foreign prisoners held at a military prison in Guantanamo Bay, Cuba. The issue is whether they should be given access to American courts. AFTER HIS RELEASE, KAMEL FILED A FEDERAL CIVIL SUIT CHALLENGING THE SECRECY OF THE CASE. AND NOW THE SUPREME COURT WANTS TO KNOW WHY THE GOVERNMENT KEPT EVERYTHING ABOUT KAMEL'S CASE HUSH HUSH. THE VERY EXISTENCE OF THE CASE ONLY BECAME PUBLIC AFTER RECORDS WERE ACCIDENTLY POSTED ON THE APPEALS COURT WEBSITE. AP-NH--Episcopal Uproar Anglican group calls priest removal an "act of war" smfap -- An Episcopal church protest group is calling on the New Hampshire diocese to restore a Rochester interim pastor who was dismissed last week. The American Anglican Council says the removal of the Reverend Donald Wilson was an act of war against the small church. Wilson is opposed to the elevation of Gene Robinson as the church's first openly gay bishop. He was dismissed for insubordination after refusing to come to Concord last week to meet diocesan officials. NH--Canceling Primaries Handful of states canceling presidential primaries smfap -- While New Hampshire's presidential primary is heating up, several other states have moved to drop their primaries next year because of the cost. States struggling with budget deficits say they can't afford the primaries and are questioning whether they serve any purpose. Some critics say after the first few primaries, the front-runner gets anointed by the media and campaign donors and the rest of the primaries are formalities. So far, Kansas, Colorado and Utah have canceled their state-run 2004 primaries. In most states forgoing a primary, party-run caucuses will be used to choose delegates to the national conventions. -NH--XGR-School Vouchers School voucher bill debated in Statehouse smfman -- A debate over school vouchers is promising to be a hot topic in the Statehouse this session. A bill sponsored by Rumney Representative John Alger would let parents take a share of the state per-pupil grant and use it to pay for private school tuition. Critics say the bill would starve public schools of money and violate the constitution by funding religious schools. But proponents say it would help give poor students the same educational opportunities as their wealthier classmates. The bill would grant vouchers of as much as 80 percent of the per-pupil grant the state gives to schools.
